Jack the reaper is known for having killed several prostitutes, although he had never shown himself that violent. So, we can imagine that he doesn't have any criminal records. That was very violent and the suspect 2 seems to be violent, without having it shown. Moreover he seems to be fascinated by prostitutes, so I'd think Jack the reaper is Prince Albert Victor.
